Standing Orders & Financial Regulations

The Standing Orders for this Council were approved in May 2023

The financial regulations were also revised in May 2023

Both will apply to all future Parish Council meetings until amended.

Current tenders

As per Transparency Code (2015), the parish council should publish details of every invitation to tender for contracts to provide goods and/or services with a value that exceeds £5,000.

Tenders were sent to four local builders on Wednesday 8th May 2024 for constructing the phased extension and alterations to Kibworth Community Hub, School Road, Kibworth Beauchamp LE8 0JE. This tender is primarily to provide costs to construct an extension to house the Kibworth Community Library (Phase 1) so it can move from its current site on Paget Street. The tendering process is being managed by Benchmark Property Limited for the Kibworth Community Hub Steering Group comprising representatives from the Kibworth Grammar School Hall Trust, the Kibworth Community Library Trust, Kibworth Beauchamp Parish Council and Kibworth Harcourt Parish Council.

Four tenders were returned by Friday 7th June 2024 to Benchmark Property Limited, Wilson House, Leicester Road, Ibstock, Leicestershire, LE67 6HP

After analysis of the four tenders and discussions with the Steering Group, the tender for Phase 1 was given to MJE who began work on 12th August and are working to finish by Christmas 2024.

Budget, Accounts & Annual Return

The income and expenditure budget for each year is approved by the Council at the meetings held in November and December. At the same meeting, the precept required from Harborough District Council is agreed. The council may from time to time increase the precept because of pressures on the budget, but this represents a small increase per household in the Parish Council Tax element.

The Parish Council is funded by public money, mainly from council tax. We review our financial regulations annually. Each year, we agree a budget so we can fulfil our duties and pay for the services we provide and the amenities we support.

Our finances are audited by Ireland & Company of Kibworth Beauchamp, appointed by the Council, and up to 2021/22 the external auditors, PKF Littlejohn LLP as appointed by the Smaller Authorities Audit Appointments on behalf of the Ministry of Housing, Communities and Local Government. From 2022/23, the new external auditor is Moore UK.

The Transparency Code for Local Government (2015) requires parish councils to publish regular details of our finances. We also publish our Annual Governance and Accountability Return (AGAR).
